The problem seems to be that they cannot recreate the problem. In other words everything seems to be working fine, the fuel gauge, the wiring and electronics all seem to check out. There should be no reason for the fuel gage to have not worked.
Now keep in mind that they have 4 of these gauges as a redundant system, these gauges tell the engine when to shut off, so it’s very important that they work.
Before the Challenger disaster, NASA had a rule that 3 of the 4 gauges must be working in order to launch, after the accident, they changed it to all 4 must work in order to improve safety.
They are now thinking that they might, just might go back to the 3 out 4 rule to get Discovery launched.
It sounds like this gauge issue might have been an anomaly, but they are being over cautious right now.
